          Is not even "the culture", it's encoded in law. Waiters can make less than minumum wage since boomers wanted to always feel generous by tipping and israelitey restaurant owners realized that could pay their staff less because of this. Enough complained to lawmakers to get this shit passed. This makes it their wage and not a bonus or incentive. Essentially all prices on the menu are secretly 20% higher because of money grubbing restaurateurs.

    You can actually calculate how much to tip.
    Being a waiter is a classic minimum wage job (no skill required whatsoever), let's say minimum wage is $10, and let's say the waiter gets paid $2 by their boss.
    You stay at the restaurant for one hour. Regardless how much you paid for your meal, you'd have to tip $8 to get the waiter up to minimum wage. But that would be if you're alone and if he didn't serve anyone else, he probably did though.
    So if you were eating with two of your friends, and the waiter also served two other tables, you only need to tip $1.60

      In many states the restaurant is obliged to bring up the base wage to minimum wage if tips don't cover the difference. So you don't have to tip at all!

    One of the first things that teach you in hospitality is not to bring up not tipping to the customer. Usually its part of the insurance. Many people have been assaulted and killed bringing up tipping (or more precisely the lack of tipping).

    I love tipping extravagantly. Why? Because I can, because I have a marketable skillset that keeps me surprisingly comfortable and better off than I deserve. And because even my generosity, *especially* my generosity, reminds the skill-less beggars that the tip I just left that was a lifesaver to them was but a trivial amount to me.
