I’ve seen a number of people refer to it as a “fever dream” simply because it was so bland and forgettable that they weren’t totally sure it existed.

I certainly agree there are many other animated programs that deserve the title “fever dream” much more, though.

Qing Dynasty China, I think, probably 19th Century.

Even though they're more or less background characters, the humans in the show are actually funnier than the main cast of animals. Sagwa and her family are owned by a Chinese magistrate, basically the mayor/judge of this little village. He's a complete doofus who just wants to lay about and eat and let his servants run the place for him. His wife is this mean-tempered social-climbing old hen of a woman who constantly nags him to get off his duff and do his job.

        Anonymous

Guess would be the 1700s to 1800s

There's one episode where a Brit or Frenchman or something visits

They had one episode feature a hot air balloons (1783) and another a movie camera (1882-1890) so are the earliest it is set right before the turn of the century and could even be in the early 20th.

So The Magistrate's kids probably got butchered either by the Japanese or by Mao's cultural revolution. If they were lucky they escaped to Taiwan.
