Jesus christ I feel awful for Tim fans. They really should have kept his Red Robin cowl look. Making him go from this back to Robin while Damian is robin is so redundant and a huge regression. Just bring back this look and give it a different name. It's honestly perfect thematically because it shows how he grew out of the robin mantle like Nightwing but had his own unique identity that was closer in line to Batman (cape and cowl) to show how much he idolized him but also making it his own. It's trying to show reactions to two separate matters that aren't really compatible without additional contextual information.

And no, Stephanie's reaction to the information that you have stealthily broken up with her and are fricking dudes now after you've been ghosting her for months, should not be "this is the best day of my life". But I guess gay people can't do no wrong.

I really doubt she put herself there. The bat office would have decided to try to pull this entire arc off over the course of like two issues worth of pages. No writer tells their editors "and I'd like to do this with as few payments to me as possible."
You've noted it's been months for the characters, which I think is the detail that makes this plausible in theory but bad in execution. Depending on the person, that is more than enough time to get over a break-up, especially if it wasn't on bad terms. Doubly so for comics characters, who jump between love interests all the time with little or no fallout.
The problem is that we didn't see that process, so it reads crazy. This needed at least a couple more issues just so they could have a proper break-up for once (which they didn't get last time either) and then have visible time to process and re-establish their platonic status.

Not exactly. The writer of the Tim stuff has said that the Urban Legends idea was her pitch, not a mandated plot someone had to write. That's not the same thing as a freelance writer dictating to a publisher how many issues they're going to spend on that story. Writers also do not have the power to do things in their scripts that editorial doesn't like. Things like that just get knocked back. Approval was required for both cases, and the drama was that the bat office didn't notify others early enough to avoid both events going off at the same time.
There's also that rumor that bat editorial had already been discussing converting one of the robins into lgbt branding, which could explain why she got approved.
The writer is kinda meh, the art is ugly and a bad fit for Tim, they are pissing off Damian fans (and some Dick fans probably) and Tim has been pretty bland for years. Making him Robin again doesn't solve that.
A lot of weird choices have been made.
I heard rumors that Damian is getting a new name title and will go full supernatural and join the Justice League Dark.
