Robert Valley just worked as a character designer, he wasn't involved in the storyboard or animation process.
The visuals are still good, but the writing isn't.
The style is more reminiscent of Glen Hanson, but he does not appear to be involved in the project at all.

It was kind of a piece of shit but I can dig it. That ending though... Big oof...
It's weird, on paper I should've hated it, but it somehow won me over by the end.
It looks, and feels, almost exactly like the old MTV cartoon Spy Groove, but without the clever writing. There's secret agents, there's attempted snappy dialogue, there's celebrities.
