This is moronic, I can only imagine it's because comic writers have such shit bodies they can't fathom someone remaining strong or youthful into their 40's. The era's ended now but when we were in the 2000's/2010's a lot of the more famous celebrities were in their 40's-50's and no one thought of them as old.
Hell Grant's body looked like shit 20 years ago so it must be terrible now.
I buy an earlier start date for Bruce becoming Batman because I can't imagine him fricking around in education considering how driven and brilliant he is.

Dick was 20 when Jason died at 15.
Dick was 21 when Tim was introduced at 13 (and aged to 14 for his solo).
Tim was 17 when Damian was introduced as a 10 year old.
If Damian is 14 then Tim is 21, Jason is 23/24, and Dick is 28/29.
You can blame DC for aging Damian so much during the New 52.
Continuing on this, since you mentioned Steph:
Steph was always a year or two older than Tim.
Steph's Secret Origins said she was 15 when she first became Spoiler (Tim was 14 at the time).
Steph was a 19 year old college student in her Batgirl run, making her 9 years older than Damian, and reinforcing that she was 1-2 years older than Tim who was still in High School.
So is Steph 22 now?

No one has referenced the teen pregnancy arc in years. I'd put Steph at 22-23, yes.
Modern stories (Post-IC, Rebirth, and post-Death Metal) have Barbara and Dick as childhood friends who dated as teens and went to prom together. This doesn't track with Babs graduating high school several years early, but it's not worth getting into. If you follow the Morrison method Babs dated Jason Bard after she and Dick went off to college, then again during the late Rebirth era.
Then Steph is just the right age to be a MiLf and shota both Damien and Duke just to spite Tim.
