Andor's problem is that it feels like nothing was thought out. Take the titular character for example, he's always called the worst part of the show by people who like the show. I think that in of itself is a sign of its quality, but I'm going to briefly go into why he is the worst part.
Cassian's arc in Rogue One is "I was wrong, I care about someone who isn't me." He realizes that he can be part of something bigger, doesn't need to keep running, and can do something with his life. Its a great character arc, but it is one that can not happen until Rogue One. With where they set Cassian he's basically been the guy he was at the start of Rogue One since he was child, as such he can't move as a character until Rogue One. He's not allowed to evolve past a certain point and is basically a plot device through the whole show. He goes where the story needs him to go in order to be a tool for other characters.
Even after the heist the reason he kills Skeen is because he sees him as a threat. If he decided to stay with the group you could argue that he finally has started caring about people other than his mother, that he saw him as a threat to the group as a whole, but he doesn't. He kills Skeen because he only sees him as a threat himself, and then immediately leaves. He doesn't care about anyone other than himself and the fact that one of them was about to betray him only solidifies his paranoia. He is, yet again, back on the run. There was no development to be had. Its not a compelling or interesting person in the slightest. If your titular character is the worst part of your show you do not have a good show.
The show shouldn't have been called Andor, everyone says it and it's as simple as that. His character is decent to show an aspect of the rebellion coming together but same with Saw and Mon Mothma. I wouldn't say Cassian Andor is the worst part of the show, he's just "A" part of the show and it doesn't feel like the show is his story first and foremost at all.
