Forget plot and tone and pacing and all the other usual go-to's for how to improve HGS, the objective here is to treat the whole thing like an exercise in fantasy cheesecake. An excuse to fill the screen with as many witch breasts and dwarf asses as possible, while still having "just enough" actual story to keep it from being only a porn parody.
Whether you want to keep things ecchi or go full blown hentai is up to you.
And try to be specific. That's more fun than something general like "more thighs"

The best way to do that is less through the story (not that the story doesn't need fixing) but more through character design and animation.
For example, as other people in the thread suggested big-assed Rose, Shortstack Parsley, give Sage some bust, Tyme is probably fine with a bit more of an hourglass figure, etc for the other female characters. Then change their outfits to better accent these features. Rose with a tighter but still wide with the idea that it's wide because it has to be, Sage with a v-neck, Parsley with boy shorts, Tyme's suit is more form-fitting, etc.
Then draw the characters from angels that put these features on full display.

Rowdy men feel them up, getting slaps and pissing them off while still showing gratuitous jiggle shots so we can hold up a gossamer thin veneer that we respect these characters. Lady adventurers occasionally show up in their fantasy stripper costumes and they trade tips about how to get men's attention while doing shit like using hot springs. Plot progression is based on the girls socially advancing. Rosemary just wants to be close to the adventurer lifestyle, but is too pussy to actually fight, so she's saving up money to buy her own tavern. She will be terrible with money and regularly meet her goal only to celebrate by blowing the money on frivolous bullshit. Sage is just there to lez it up with Rose, add plenty of yuribait, this will be the closest the show gets to two characters fricking on screen. Parsley is dedicated to finding a good husband to turn her into a breeding sow, her joke will be that literally every single dwarf man is the same fricking guy, but she sees each one as wildly different and describes a convoluted and deeply treacherous social combat over her while the audience just sees them mining and drinking. Thyme is now a gigabawd trying to get away from daddy's rules, and there will be heavy implications that she's actually whoring herself out, but nothing explicit. In the end, Rosemary and Sage will get their tavern/fricknest, Parsley will settle on a dwarf and it will be revealed they actually WERE fighting a shadow war over her, and Thyme will be taken to be an exotic concubine in a king's harem.

An Alfie approach (Incase smut comic) would be good. To be brief, because I'm lazy,each girl goes out into the world as a part of guardian training. Either as a pseudo team or they eventually"team up" on one of their trysts. They need to gain worldly experience to mature their capabilities, not only magic and ah,technique.
Already this is a little further away from Alfie than I first envisioned, but a similar relationship to Alfie and her mother can be made between Sage and Rose. They already have that conflict, and so in their anger they go do horny things to cope with it, only to eventually be doing group horny things together, bonding and repairing their friendship as a result.
Oh and one or all of the girls develops nymphomania as a result of all this. Part of the mayor's essence is from the life giving forces of men... if not the harmonic energies of sex, though the former is more powerful for nature magic and such. So snapdragon can have some part in this as well.

Of course toongays like this shit. It has no story, no character progression and no stakes whatsoever. Strong female doesn't mean b***hy and emotionless. The only thing it has going for it is it's mock diversity. What exactly are they trying to achieve in this show? To be guardians? Why? You homosexuals who like it hide behind the fact that nobody with a brain will actually watch this show enough to critique it.
There are many issues with the show's characterization, world-building, and story. And as you said, a basic but big problem is that we never get a good idea of what a Guardian is nor why all these kids are dead set on becoming one.
My suggestion is that they should've established that a Guardian is a person trained to deal with a variety of dangerous situations the average person would be helpless in (since that seems to be what they are going for). They also should've established that such situations are common enough that going to these lengths to train new guardians is warranted, and as a result, being one is a very prodigious position, and while a Guardian isn't technically supposed to do it for profit heir status and skills means they can usually get whatever they need and will never go wanting. So there's an inherent value to being one and each character can have their own specific reasons on top or in spite of that.
This should be shown, at least partially, in the first episode. A good way would've to start on the train. The train gets attacked by monsters. Sage and Rose do a good job of fending them off while protecting the other passengers. Still, eventually, they begin to get overwhelmed either by the sheer amount of monsters or by one partially strong one. Just when they're about to get done in, they get saved by a full-fledged guardian, maybe one of the teachers, who then manages to mop up with little difficulty. Something like this that'll give an idea of what a Guardian does, what our leads are capable of, and how far they have to go to achieve their goal of becoming Guardians.
This show does pretty much nothing it sets out to do well, like it's one of those rare shows that's a 3/10 across the board.
