Most police I’ve interacted with were aggressive or didn’t care. Like you’d report a crime and you could tell they didn’t give a shit and weren’t going to investigate. My friend was assaulted outside a restaurant and they were like “no video, not going further”, even with tons of witnesses

Apparently even if there was personal private stake, when the feds become involved the local police are still involved at least to some degree if not to a major degree, and local police often welcome the arrival of extra resources and manpower, especially coming from a federal and thusly less limited source.
I've heard the trope was popularized in the aftermath of Waco and Ruby Ridge when local cops really were suspicious of feds taking over investigations.

It's not entirely pro-police, it tells a very realistic story of police interactions with civilians, and certainly there are many times in that movie where the police are being dicks needlessly, but overall it's about the heroism and brotherhood that develops between cop partners. Good movie too, the director did a good job of showing what LAPD deals with on a daily basis
