Some of Karel Zeman’s earlier work has a similar cut-out style. Some of Piotr Kamler’s work has similar sci fi aesthetics but in 3D stop motion.
Dragon’s Heaven is an OVA that has similar hatching and is heavily based on Moebius but that’s a stretch to compare it to this
Oh last one, Tree of Palme definitely reminded me of Fantastic Planet, mainly the environments. It’s very flawed but still would recommend

I haven’t seen his three features, but I’m familiar with them. They don’t seem nearly as edgy as Jimmy and they’re definitely more polished
