From what I remember reading from insiders, the problem is that marvel really wants to shove the daughter into the first movie already, like they did for the comics, and the past directors, writers and even Ali have opposed to that, especially the latter who keeps getting promised it's his franchise, but they still want to convince him, so at this point I think it's more likely him leaving the project any day now.
If the problem was figuring out where to put him in the current mcu, they would have written a standalone script that is very ambiguous about its timeframe or fully set up in the past already.
