This creates 2 possibilities for what Steven is:

As PD doesn't seem to have genes in the human sense, all of steven's genes had to be supplied by Greg, I guess that's why they look almost identical, even for being father and son. Option 1 was always my assumption. As far as 'the other half of the DNA' I could see it being 2 things
1. Her magic gem body was able to take many different sperm cells and compile Greg's entire DNA sequence
or 2. She took part of Greg's DNA and 'filled in the gaps' with more or less the DNA that would be required to make her human-looking form (greg has straight hair and streven has curly.), given she has life-magic powers
Moreover though, this being a world where the supernatural exists I never saw steven's body as being fully formed on it's own; on the contrary I saw steven's BODY as a flesh-homunculus without Rose's gem. Rose's gem basically fills in the gap where a normal human soul would go (if we assume that gem's themselves have souls, that is), and that it's life magic power are all that was keeping his body alive, really. This explains the scene where the gem gets ripped out of his body pretty well, too, I think.
