Bruce Wayne's effort and training are meaningless, because he is now simply a genetically superior specimen. Naturally this leads Cadmus to clone him, so they can have another Batman, because that's what you do.
Or at least that's what Waller believes, that somehow Bruce's DNA and origin story are 99% of what made him into Batman and being successful as him.
