I can see your point but the issue is if he was to stay in that villain archetype, there's not much you can write around him and seeing Seth was to milk his series the obvious business choice is to change his personality.
You could write alot. Have him become disillusioned with taking over the world, have him try good but ultimately fall back to evil, have him become a somewhat antagonist to brian whose the only one that starts paying attention to him. These arcs can last seasons.
