He ultimately did try to go through with sleeping with Penny. He also did take part in a weeks long drug binge with Sarah Lynne. A good man wouldn’t have done either. Bojack is weak and these events hurt him though. He’s not a villain, but he cannot be absolved of his actions.

I assume she thought her husband was a loser and was having the same “what if” fantasies Bojack was having of them living together. I bet she was expecting Bojack to make a move on her, and not her daughter.
It was set up not so subtly in season 1 during a flashback that Charlotte harbored feelings for Bojack, that's why she was so accepting of him on her family's property. The only reason it didn't work is because Bojack got super needy after he and Charlotte kissed.

I actually hate that the writers felt the need to do this. Ultimately Bojack was a self-destructive addict who mostly acted out of emotional pain stemming from his childhood, but underneath the many, many layers of bullshit he had a good heart and just wanted to be loved. Until the writers decided right at the end "Oh, you know his addict friend who died? It wasn't just a tragedy, Bojack let it happen and then hid it from everyone."
Felt cheap.
They let the plot run away with them past S2, felt like they let the fans start writing the show almost.
