End up having to unite against Sivana and Luthor, Plas adopts Billy and Superman learns a lesson. Easy peasy.

So now they have this movie that's inbetween. It's not the arrowverse TV quality, but it's not movie quality. If they do Batgirl, this is batgirl to people. It could stain the brand. They experimented with making a streaming movie and regret it. Now they're sealing it away. They likely may even have plans to do Batgirl in the new bat-universe, so this can't be theatrically released. They fricked up and this is a decent solution.

The actual original $90 million dollars spent though will get deducted partially year after year till the movie is selling in the bargain bin at Walmart.
Basically, for tax reasons, they can completely “scrap” the film, to get the film off their books and not pay taxes on a film they don’t really like.
This means the film will never get released by Warner.
Theoretically, they could probably deposit a copy in The Library of Congress, with instructions the film doesn’t get released gor “x” number of decades.
One other issue is copyrights on the material, since ditching the film in any way the public could see it could possibly risk The rights to aspects of the story or trademarks on the characters.

Allegedly Netflix has sort of screwed the tax issue on streaming.
Netflix spent craploads of money on their streaming content, and have listed the content as depreciating over a long number of years, maybe to overvalue the company or something.
Since streaming is relatively new, there is no proof that Netflix isn’t full of shit on their numbers.
The problem, is this means any other content made for streaming may have to follow the Netflix formula, which may require a much longer time period to write tax assets off.
Warner Brothers used to release films in theaters, which made it much easier to depreciate assets for tax purposes.
I have no clue if this is the case with Batgirl, but WB wanting to just go for theatrical releases rather than streaming may be intentional.

Maybe if he was against Deathstroke, Bane, Talon or any other physically capable villain it would make sense for it to be an action thriller film. But it was The Riddler. If you film in a country, locals from the country get hired to work on the production, and the type of union stage hands, and union stunt personnel, etc. get paid well.
The production likely gets to bring in some of their studio personnel, and others who work on the production back in the US, but equipment gets rented locally, and the union personnel are probably pulling at least $1000 a day in salaries each, which could easily be $100,000 dollars a day in wages to locals and UK citizens.
