Because John Lasseter spent the international press tour for Cars 1 imagining that Mater getting into wacky shenanigans around the world would be the funniest shit ever and felt like the deleted "Spy Movie at the Drive-In Theater" scene would be a good excuse to enable that.
I don't know why people are so hyped over his move to Skydance.

Cars 2 was okay. Cars 3, however, fricking sucked. A comback movie with no combeback. Lightning just gives up in the middle of the race and lets his personal trainer win instead.
I actually like Cars 2 more than Cars 3, despite all the Youtube reviewers who shit all over Cars 2 as the "worst" Pixar movie (conveniently ignoring Incredibles 2 and Toy Story 4). Cars 3 just leaves a bad taste because Lightning essentially gives up the one thing he cares about to help some girl car who isn't even a trained racer yet somehow beats the rival for that movie. Also, cars can get upgrades. McQueen could have upgraded and beat the rival's ass in the race, not have this personal trainer do it for him.
