Both weren't bad. However, AT just came off the CN-Real era of programming. It was a breath of fresh air and a game changer for the next several years of animation.
Flapjack may have been the parent that allowed 20 different content creators to start their own show, but AT was the star child.

Foster's was super popular with a younger demographic while it was airing, EEnE was more popular with an older demographic. Most people voting on this poll were probably kids when Foster's premiered, at which point EEnE was already nearing the end of its run. If anything it's a testament to EEnE's enduring popularity that it's still winning over Foster's despite that.

In actuality, Foster's was fairly popular while it was airing. It had six seasons, merchandising, a TV movie, and a MMO Flash game that lasted after the show ended. It only seems less popular here because people still remember Bloo being flanderized and the Bendy episode.

Ed, Edd, n Eddy is kind of mean-spirited in a way that turns a lot of people off. Billy & Mandy has a similar vibe
Outside of the original pilot movie, Foster's also has a really "mean-spirited" streak to it. The only difference is that it looks more cutesy.
Bloo is kind of a selfish butthole, but it really doesn't compare to how everyone in Ed Edd n Eddy fricking hates the Eds, or how mean Billy, Mandy, and Grimm are to one another. There's also a huge amount of physical violence in those shows that you don't see nearly as much in Foster's.
With EEE they kind of bring it on themselves but i remember the others kids were usually chill with them when they weren’t doing bullshit
B&M is also mainly self inflicted but the universe itself is super wacky and takes no prisoners so it’s nothing personal if a character gets dunked on

Yea, Rolf, Jonny and Nazz were usually friendly to the Eds, unless they got on their bad side. Kevin was actually friendly to Edd when he wasn't around Eddy, Kevin genually hated Eddy no matter what he was doing.
B&M is a character bringing it on themselves, and the universe, in return, fires a shotgun randomly while blindfolded.
Adding to this, the only show i recall where everyone actively hated the main characters for no real reason was catdog. I know it’s Nickelodeon not Cartoon Network but still even other generally unlucky and straight up loser protagonists have some friends to their name. Shit, cat and dog could barely stand each other at points when they weren’t actively apathetic to each others wants and needs (usually dog to cat)
I've never heard anbody describe Ed Edd n Eddy as mean spirited. Yeah I guess the Eds get beat up alot but most of the time it happens to Eddy, who usually deserves it.

It’s fine but people here tend to act like it’s the greatest animated work to ever grace the planet. People remember EEnE but that level of religious devotion doesn’t really exist outside /co.

Sure EEnE has unlikeable and sometimes annoying characters (Sarah, Johnny 2x4, and Kevin to a certain extent) but Fosters has was to many unlikable jackasses, and Bloo is one of them. And Cheese is an annoying little shit. I remember when CN tried to make him and Fred Fred Burger their mascots.
Foster's ended up aging way worse than EEnE, it's still got some really solid episodes but man the low points are unbearable, and largely centered around those ultra-annoying characters. Even EEnE's lowest points are just kind of meh.

No it's not, Billy and Mandy was roughly equal in popularity to KND while PPG was absolutely enormous but is held back by being older and the new iteration being dogshit, but Ben 10 has a lot of bad iterations too. They're both gonna be close if not outright tossups.
