The Waifu Bloc seems to have lost a lot of enthusiasm after succeeding in getting their #1 pick in. Also, Jenny was the main character of a long running show, so they got a decent amount of crossover support from other blocs with her. Amid their new picks, Miko is from a shorter show that didn't actually air on Nickelodeon, Ember wasn't even the main villain of the show she was in, and Kitty was a supporting character in a short show that is generally remembered as being pretty bad.
The Waifu Bloc is still a force to be reckoned with on their own, as evidenced by the fact they got any characters on the list at all, but it's not surprising that all their picks are hovering around the bottom of the list.
There's always the next big poll. I don't think Cinemaphile got too involved in the last two, it was mostly a twitter and reddit thing.

A lot of the sexual content in kids shows back in the 1980s, 1990s, and 2000s, was done as parental bonus. Children's media was not as directly targeted towards children as they are now, and geared towards the whole family. As adult oriented cartoons became more commercially viable (e.g. South Park, [adult swim], etc.), along with the growing popularity of Rule34 and Anime, the competition was too stiff. Kid's shows became less family oriented, and more kid oriented, and whatever flew over kids' heads was phased out. Just look at Rick & Morty , Big Mouth, whatever adult and teen oriented cartoon lately.
