So there's a mass rapist that looks like the Joker, but Batman confronts Joker who says it wasn't him and actually has a solid alibi, but Batman and Joker both know there's only one way to be sure, and Joker would fall head over heels to help Batman, only because it's hilarious Batman has to have Joker's weird clown cum.

The fact that they don't do more with the fact that there are both other people who've had the exact chemicals that bleached Joker fall on them and that there are people who've survived Joker Gas is really weird.
Why does Arkham have the worst security imaginable?
Because private prisons and for-profit healthcare models are inherently corrupt, and the US Government in DC Comics literally free criminals all the time to use them for black ops shit.
Arkham has the same level security as Blackgate which both use Waynetech which Bruce himself approves of.
The most likely consistent reasons the inmates keep getting out is because of the fact they are supercriminals.
They have super powers so they're harder to contain.
They have connections with corrupt guards, corrupt staff and sometimes even the warden is freeing them.
And if those reasons aren't enough, sometimes Amanda Waller/ The US Government frees them for illegal top secret missions.

Joker has lots of connections outside to threat any guard or figure of authority.

To be fair, Arkham doesn't have the rotating door everyone thinks it does. All of the "mass break-outs" have typically been because one of Batman's new foes blows the place wide open. Everyone escaping every month was more of a thing in the tv shows so that the actors could be paid regularly.
I want to read a batman comic where a random civilian with a CCW shoots and kills the joker in self defense, and batman gets extraordinarily butthurt and tries to lock the guy up out of sheer jealousy at how easily an untrained random solved Gothams biggest problem. Also:
