I'd probably try to apply very tiny controlled doses of time energy to people to heal their wounds faster, slightly aging yourself to be in fighting shape in time for a mission seems on brand for The Boys. There's definitely at least one overly gruesome scene of me flash-aging someone into a skeleton though.

The boys' version is specifically engineered at a dose to grant super strength but not flight or bulletproof-ness so that they are controllable, and to cost like a billion dollars a dose (not that the scientists currently making it realize that it was deliberately formulated wrong). Homelander also got an "impure" formulation, but he was exposed to a super high dose as a fetus from an already superhuman parent. There's also a crack cocaine version hookers use for temporary invulnerability while fricking supers which apparently is cheap and available enough for that use, but also temporary.
I guess in theory "pure" V can be made relatively cheaply and reliably grants flight and invincibility with little chance of detrimental mutations, but not at homelander or black noir levels (who noteably is slightly stronger than homelander but cant fly- possibly intentionally.

I dont remember if thats the origin of his powers or if he got another dose from the CIA later though.
