He just looks evil and creepy by the way he acts and looks into you with his cold empty eyes. The eyes are the mirror of the soul and looking at this ones eyes, you find no humanity whatsoever. It's because it presents as a physically fit white male authority figure with no visible tattoos, dyed hair, deformities, or obesity. This is very jarring and strikes fear into the heart of the average viewer, both then but much more so now, because it's "too perfect". Even when it's the real actor in the frame, such a visual is uncanny.

it's called acting on top of good writing.
Things to remember for Roberto Patrick, the superior terminator (unlike the others though the mexican guy in the last one got really close):
1- Very little emote, extremely subdued for the majority of his scenes, with the exception of visible irritation...otherwise flat
2- Very few emotes, which make it much more effective
3- Very little speaking...which make the emotes carry more weight...you have to wait for the actor to paint the canvas, unlike someone constantly talking (common mistake) acting like a child with overblown emotion (e.g. Captain Kirk Method of Acting)
4- Movements are very minimal, and in many scenes...his movement is very slow...walking, etc...again, making each line and emote more worthwhile...no constantly fast movement (e.g. Robocop and Alien) and it alternates so he is never constantly moving, or constantly sitting
5- Minimal face acting, with minimum faces used
6- Timing...his tone & character is immediately set from the beginning, and remains unbroken...no costume changes (traditionally) nor any outside interactions except very minimal and very brutally to retain tone...with the exception of Vasquez from Aliens...who plays his part very well for the whole 5 seconds she does it
If everyone is Robert Downey Junior or Chris Evans, etc...someone like Depp or Robert Patrick playing it super flat in 2D as the straight man becomes a full size candy bar on Halloween during trick or treating.
For someone like Arnold, it is easy in this one, because he has "more personality" like a child, i.e., a version of John Connor who is with him.
And Arnold is always 2D excepting outside Maggie.
Robert Patrick copied birds of prey(not the shitty feminist flick) when preparing for the role of T-1000.
It's called great direction mixed with a good performance, anon. James Cameron was able to use the first act of the movie to transfer the frightening aura that he had built around the terminator effectively to the t-1000 by having it be more than a match for arnold in a fight. THen robert patrick did a great job of projecting the cold eerie inhuman creepyness of a machine but also giving the t1000 a little bit more ability to 'hide in plain sight' by being better at interacting with humans just enough to hide and deceive more creatively (like hiding as the floor and then copying the security guard to get in the hospital). Also it mirrored the arc of arnold's character which learned to understand humanity and gain empathy while the t-1000 feels like a much darker road of discovery. His choice to torture Sarah instead of just killing and copying her implies it has some sort of sadism and psychopathy. It has learned to enjoy causing pain. Some of the small details like his little head tilts as he is killing the security guard or torturing Sarah with a single finger is the creepiest part: It feels like he is still discovering what he is capable of and has a hint of curiosity and sadism like there was something even more terrifying behind the calculating, unfeeling machine façade.
All that effort and the fart cloud was turned the wrong way
