I think the original idea was that Mr Mind would bring back Black Adam, but then Adam got his own movie so the plot of Shazam 2 was changed. Maybe they wanna save Mind and Savanna for Shazam 3.

He may very well though since Incredible Hulk is still being acknowledged as canon and even Blonski is coming back. Kevin even said a few years ago that they remember Leader exists but they just don’t wanna waste him.

Shazam and Wonder Woman were the two most well received films so far. I highly doubt DC will can Shazam and Black Adam.
