Her entire MO is what she does on every show she makes and just as quickly abandons: It's always about a group of girls, each of them fitting a specific archetype, while adding in a bit of self-awareness to the characters and the occasional high-stakes action scene. Her only really original series was Foster's, and even then she had her husband holding her hand through that entire show.

The show was moderately fun, but it was never must-see. Didn't like the art direction, although the character designs were fine.
Ensemble shows are inherently difficult, especially one that reimagines an existing show. It might have been too cartoony and action-focused for the young girls who liked the old show and doll line, while not being engaging enough for older viewers. If there were stronger series-long character arcs, dialed down humor, and slightly more lean towards My So Called Life-ish highschool drama, it might have carved a unique niche for itself.
Putting them in a school where everyone was a hero or villain was a mistake. Spectacular Spiderman and Batman Beyond handled the school social life aspect better. That's what they should have aimed for.

The series explained this as being Luthor's doing as he manipulated events to get super heroes and villains on a single place so he could kill them all and then rule over a world that no longer has any people capable to oppose him.
Catwoman found out about it and helped out the girls to break free and stop Luthor's plan.
