I don't think the movie encourages eugenics, it is just explaining how it got so bad. Being raised by bad parents that dont care for the childs well being hurts society. Do this over many years in a soceity that encourages debauchery and you end up with an overall dumbing down of society and dependence on something other than a parental figure. Eugenics wont solve bad parenting. In fact, I think eugenics would probably make these things worse.
