          I prefer my reading where the Kyoshi Guard was meant as a humiliation term for the FN by having their avatar-appointed leader under the constant care of a foreign military unit ready to end him the moment he stepped out of line only to backfire hilariously and sexily because they are basically a bunch of horny villagers sequestered for months at a time

                the white lotus wouldn't do that if they actually want peace, having a earth kingdom woman sit on the fire nation throne and their future monarch be mongrel is more than enough to cause a civil uprising, Zuko was already sitting on powder after the war ended and the previous lord was deposed by a foreign actor, putting a member of kingdom the fire nation was just at war with on the throne would be disastrous.

                Having the Kyoshi in a position of actual official power? No. Using the Kyoshi as a means of shaming the FN by cucking their royal guard/military out of their defacto leader with some nonbender bimbos? Absolutely
                Symbolically it's a break from tradition(that of course will accelerate nationalist radicalization, better to nip dem New Ozai Societies in the bud) that aims to demilitarize the FN and reign in the power of the Firelord in favor of foreign interventionism aka the White Lotus.
