With these specific ones, it helps them feel more like a magical sort of Greco-Roman armor, it looks strong and resilient.
On the whole though, I'd rather they dialed it back, I feel like Raimi Spider-Man was the furthest "normal" costumes should go without there being a reason for the extra detail.
I'd take a colorful yet overly detailed suit over the dull tacticool shit though

              Nope

the undersuit Shaq wears in Steel (1997) is also prominently textured, as is the S on Superman's suit in Superman Returns (2006), as was the Demon Batman suit used in the hallucinations in Batman Begins (2005)

the suits worn by the Power Rangers in Mighty Morphin Power Rangers: The Movie in 1995 weren't textured, but were noticeably higher quality than the Sentai inserts the show normally featured, having armor plates blended to the color of the ranger suits instead of just being pantsuits with helmets

The Phantom (1996) wore a suit which was both textured and patterned within the texture, though it was subtle and most people likely saw it on low-def tv screens if at all

Star Kid (1997) wasn't textured... exactly.. but did have some weird frickin aesthetics

Hanwiener (2008) is patterned but not textured - his suit is leather over a flexible fabric, which allows the actor to wear it for longer without overheating (fewer breaks in filming), while still providing protection for stunt performers; it's similar to a lot of tv suits like CW's The Flash

what OP is really asking is "why are they all wearing neoprene" and the answer is "because neoprene is breathable, flexible and hard wearing" and the textures are probably a combo of visual distinctiveness, breaking up large areas of single-color, and it being easier to attach shapes - emblems, other colors of neoprene - if the substrate is textured for the glue to stick to

you could hand-texture just portions of it, but this would be difficult to do until after the suit was made and difficult then for other reasons; basically, it just comes from factory with or without designs embossed, like any other fabric

No, dude, the suits were shit (at least in terms of construction quality). The cast talk about how they had to tape them together during filming just to get scenes done.

It’s a way for costume designers to stay relatively true to the original costumes while creating enough visual interest that they don’t look like they’re running around in a costume from Spirit Halloween. The texture helps make it feel less cartoonish
