Because Time Squad is inherently a goofy concept, and it worked great as a comedy. Not everything NEEDS a dumb gritty reboot.

If I wrote the reboot of the time squad...
I'd get guys to recruit him (for some special reason that I can't think of right now) and get him out of the misery he was living
I could imagine he gets lost on a mission, either through being mistakenly left behind or falling out of the timestream while timetraveling. Now both groups are playing a cat mouse game of trying to find each other without fricking up the past, Otto possibly doing so for so long that he becomes jaded and resentful of the squad for leaving him behind. You could even say that he was doing the time traveling far longer or was unprotected from temporal shit so he actually becomes an adult or something
