Realizing they had no actual control over someone like that Voight created a clone of HL, also raised on V and then with a bit extra they'd learnt over time spent researching Compound V. Noir was a little bit stronger than HL in terms of strength and durability - their fight in the Oval office begins with HL eye-lasering Noir's arm half off - and Noir still wins.

Why did Vought make him a clone when they didn't know his plan to impersonate Homelander? He doesn't have flight or the same level of durability, so being a 1:1 genetic duplicate wasn't it.

Homelander is blackmailed by the Boys with some horrific photographs of him killing and canabalizing people, but it was Noir all along.
Why would that even work?
Blackmailing him would as likely if not probably make him go openly evil and without restraint. All that keeps him from being a tyrant is that he wants to be worshipped through adoration more than fear. And still can be through his hero facade.

He died for shock value but to also tie up the SB story since he was the prime target. He'll be brought back as some clone of HL like the comic because HL wants more family. Heroes coming back happened all the time, the first SB was killed in WWII and replaced by a different one
