Humanite’s been around forever and was is the DCAU and Young Justice, meaning most kids who grew up in the 90s, 00s, and early 10s at least recognize him. And Psycho Pirate is known about, though mostly as “the guy who remembers the previous worlds after each retcon” but at least he’s known.

Honest question: how important is a rogue gallery over just one-off villains, really? I'm kinda tired of the same villains getting repurposed/retooled/borrowed from other heroes, everything is too connected and predictable. Just as long as the individual stories are good not having recurring villains shouldn't be an issue.
