They knew Batgirl wasn't going to make back the $90 million so they cancelled it as a tax write off. It was probably the right decision all things considered.

This is so true, but they are trying their hardest to ignore this. In the end it's a very delicate balance, convincing people to sub, but a simple one. Make it a value, and make it convenient. If either of these two conditions is not right, people go back to pirating. I hate getting ripped off, but I also hate byzantine bullshit services that make me do extra work. (For example, Hulu with it's layers and levels.)

And a lot of people will just dip because the whole point of max is that its associated with HBO, not a trashy channel full of reality TV. Look at the threads, people have no faith in Discovery. The brand isn't associated with any good shows, nobody is going to care and just moving the catalogue over won't solve the problem. Max can get away with having good stuff carry over from the main HBO channel alongside a bunch of mediocre things to round out the library, discovery won't because people will be far less forgiving of those mediocre shows.
They would, unironically, be better off just folding discovery into max and then forcing current HBO subscribers to pay an extra fee for max if they're so intent on double dipping.
