You can either sell it regularly, do a short sale, or perform a process called deed in lieu of foreclosure; the latter two options usually mean that the owner is unable to keep up with mortgage payments, given that Becky is 18 years old and doesn't really have a job any more it would make a lot of sense.
I think it might just be a California thing, but at least here if you inherit property from your parents you also inherit the property taxes from when they bought the house.
That's a California thing due to a housing crisis brought on by rapidly inflating real estate prices which raised property taxes that started in the 70s. It's also had the side effect of crippling tax revenues and decreasing housing supply.
