Everybody shits on Dick for having a shitty rogue gallery but Babs had like 150+ issues of Birds of Prey and like 10 years with a Batgirl solo and the best she got was her brother (who was only good in Black Mirror), Calculator (who wasn't been seen since the late 00s), and a bunch of shitty one offs who never got seen after their writer left.

Actually use the ones she has. She actually has a pretty varied gallery already compared to Dick (whose is like 75% assassins), they just need better stories written with them and perhaps more pathos with Babs.

Wasn’t a villain but I would at least have her be a shady agent who can be antihero or antivillain and can sometimes acts against Babs’ morals. Token friend-from-before-heroing character.

Best designed villain from Simone’s run imo and had he debuted in a Batman book he’d probably still actually be used if not outright headlining some C tier crossover. Token crazy villain and villain who hunts the hero a la Kraven and could probably transition to being a merc.

Dixon fricked up real bad when he made 90% of the villains thrown at Dick assassins and the other 10% Blockbuster (who was as interesting as paint drying), Torque (who was only interesting before his head got turned around), Nitewing (who was legit terrible) and a few one off villains like Sylph.
Anon Bruce ended up taking them. Nobody thinks of Pyg as a Dick villain and nobody thinks of the rest of the Circus of Strange or Flamingo at all.

Characters like Tarantula, the Trigger Twins, Shrike, etc., haven't featured in Nightwing comics since Flashpoint and are about as relevant as M.A.Z.E. or The Clock.

Knightfall is kinda brilliant in that she's an anti-Batman built around a perception of Batman, Batman is a rich psycho brutalizing poor people to get his jollies, rather than trying to reflect on Batman's methods or setup. Also helped by her not being pitted against Batman.
Personally I'd bring back the Jawbreakers as her designated mook/prologue villains. Too bad Dagger Type got such bad press, he was a decent artist villain.

The vast majority of characters have shitty rogues galleries. The only ones that don't have shitty have been solo characters for like 60-80 years.
