Isn't it obvious? Get rid of the entire Robert Duvall sidestory. I fricking love Falling Down and at this point I just fast forward all of the scenes with him and his mentally ill wife and the shockingly cliche "Just got one more day before retirement" bullshit. It's a stain on an otherwise great film.
Personally i liked pendergast, i feel like the point of his involvement in the story is that once you reach the end of the film you realize he was the real hero of the story, trying to make a positive change in his city as opposed to d-fen's rage fueled destruction.
Don't get me wrong, d-fens is still the highlight of the film.

tone down the cartoony elements in the script. it wants to both be satire and social commentary and goes overboard with both, making the whole thing silly when it wants to be dramatic.

Befriends the nazi, convince him that National-Socialism was just another israeli scam and that it is also a dead-end ideology, the 2 start killing politicians, entertainers, top finance and industry people, pornographers, police pigs, military pigs, etc, etc...until both end up dead after a climatic gunfight with police pigs.
