It's implied in that one scene she has no fricking idea what she's doing in the wasteland. Also her Vault suit looks completely intact so likely just left the vault. Doubt she would have met many people at that point

It's still up in the air if those are west coast or east coast BoS, most theories seem to point they are a detachment of Arthur's BoS meaning they would be extremely authoritative and expansionist, so their mission is probably to put Boneyard under firm BoS control. Also, a bit of a spoiler but she's found the GECK, or possibly a cure for the FEV, so everyone is chasing her and the LOST man aka vault tec scientist guy, BoS is most likely aware of the bounty and why they have a such a large bounty on their head, so they are checking out the situation.

there was a fo76 story expansion around a vault tec scientist looking for a cure, and if i recall they played with the idea as early as FO2, not talking about the jet cure, like utilizing RNA somehow to "un-frick" the mutations.
ZAX in FO1 mentions that a cure to FEV would require the original DNA of the host and that you would need to remove the FEV from the host.Which is apparently impossible.
