There can be technical merit if the scene has particularly skillful camerawork or choreography. Of course it's impossible to say what the political message of "a fight scene" is without knowing the context of the scene and how it fits into the wider film.

The possibility exists, therefore police corruption and other unacceptable conduct exists within the continuity of Police Squad. This plot point exists to up the stakes for the protagonist, not make a commentary. Drebin also considers soliciting illegal drugs for Nordberg's personal use, unprofessionally involves himself in a relationship with a potential witness close to the main suspect, searches property without a warrant, assaults innocent members of the public to acquire disguises, doesn't report his involvement in vehicular incidents, and takes a vacation just to fight foreign bogeymen. That last one is the closest you can get to TNG doing politics, and none of the targets are treated worse than the same slapstick the good guys get.

Even though they are moving to the country the movie is never framed that way like the other Ghibli movies. The Dad still works in the city at a university and the Mom gets her treatment there. It never says anything about agrarianism vs. urbanism like the other Ghibli movies.
