How can you watch Anton do all the things he gets away with, and then ask how he go into a low security building? One we can assume he's been in previously when hired by Root's character. He probably followed an employee into their parking area, used them to get into the stairwell and climbed up to that floor.
This is what makes Chigurh's intro so effective. He's arrested on the heels of some other kill with their car, then kills that deputy in broad daylight while cuffed, then leaves with a cop car and kills another to trade vehicles and vanishes into the wind. That's a demonstrably slippery and dangerous person, like oil if you try to squeeze him.

The sheriff's ending scene never made narrative sense to me. Always seemed unnecessary. I think the film should have ended right after Carla refuses the coin toss and Chigurh crashes his car like a frickn moron.

I worked at a movie theatre when this came out. I never saw it but there will be blood came out around the same time and i was obsessed with that so thats a flaw.
The only part of the movie that bugs me is that Moss only had to wait a few more seconds to shoot Chigurh in the chest with buckshot in that hotel. Instead he shoots the door frame and then jumps out the window like a dumbass. Just wait in the corner of the room or something and blast him as he enters. Chigurh had no idea how prepared he was, and that he did NOT have the element of suprise, so I think Moss could have killed him easily.
Also, Moss knew early on that Chigurh and the cartel dudes were checking all hotels, so why not stay away from hotels?
