Because publishers and money. You need to leave everything open-ended just to have a realistic possibility for a season 2 so that the publisher can milk it.
Most modern writers probably want to make the best show they can possibly can but the reality is that they can't if they want to make a proper career out of it. You need to obey the "rules".
No one makes money on residuals anymore because of streaming so writers have to constantly plug and sell new episodes in order to get paid

like 90 percent of this show is filler
The filler is the best part. I wish there was more just hanging out in the innie world and exploring more of it. Unfortunately, they shot their load at the end of the very first season instead of building it up more. I'm really not that interested in seeing more, because I don't believe they'll follow up on it well. At least not without completely changing the show in the process, which is missing the point.

The second season is gonna suck regardless. I can't see where they can go from here that isn't shit, clichéd or starts introducing plot holes out the ass
the first season already dragged in the middle and it barely recovered by the end. It had a good first 3 episodes after that it fell off and then got a bit better again.
It should have been a miniseries, or even a movie.
No reason for it to suck. The season can very easily generate tension by soft resetting the innie characters and having their real world friends/family try to make them learn or understand the truth. Meanwhile, you can still develop the mysteries going on at Lumen. That's a conventional idea, but I could swallow it for a season. I feel like there are a number of good shows that after becoming popular re-hash the first season before going off in more interesting directions thereafter. Breaking Bad springs to mind.
There are plenty of ways they could go that would be interesting. Mark's family knows about his Innie, Lumen will have to deal with the fallout from Helly's speech, Irving's outie will be able to retrace his steps and get closer to the mysteries at Lumen.
The first season did end on a cliffhanger but it wasn't written into some corner it can't get out of.
I like this show. Imagine how horrible it would be to feel like you only exist at work. You don't even get to sleep, just one shift after another.
Although, for a dystopian Apple TV+ show, I liked Silo even more.
Arcane & Severance are both the best shows ever made ever - not even worth trying to compare the two because of how vastly different they are, and the fact that both end in annoying cliffhangers is insane. This and Spider-Verse. what's with everyone 🙁
