In the past, yes, they were mainly battle standards and sea identification, but now? Now they serve more as cultural emblems. But the thing about an emblem is that it also has to be recognisable and simple enough to become iconic -- less for identification, more so that people actually like it enough to support it within their culture. It needs to be something people can wave to feel uniquely Texan, or Coloradan, or whatever. Nothing about seal-on-a-bedsheet is inspiring or worthy of being an icon in this way.
