We don't even really see the count use it, at least in the movies. I've seen bits of inferior wars and I can't recall any fights where I could easily spot makashi in any of his movements either. At the end of episode 2 he's just windmilling and flailing around like everyone else, and that's basically every forms depiction across the media aside from an opening stance.
4 feels well realized in episode 1. It's true there's a lot of flailing but in phantom menace it actually seems purposeful and kinetic instead of just yoyo tricks. 5/5* is the default form of every hero across the series to the point where it's generic, and with that being said form 1 basically loses it's identity of allegedly being the generic one. The emperor's movements are so unique and uncanny that any fight with him in it actually feels very 7. But that's about it.
You say 5 is generic, but every single Star Wars game I've ran in RPG had the Jedi and Sith toons minmax Juyo/Vaapad because Mace Windu was considered a top badass back in the mid-2000s.

V has a defensive and offensive form, VII has no visible difference between the two, mostly coming down to time and faction. If it's old or dark-sided, it's Juyo. If it's modern or light-sided, it's Vapaad. IRL, Darth Maul's aggressive form is what got called Juyo, and Mace Windu swinging his saber around like a baseball bat (because he's Black) is Vapaad.
