Every player is bluffing about what they have under their cup and trying to predict what everyone else has under their cups. If someone bluffs in a manner you think is provably wrong by the dice under their cup, you call, if you’re right, you win, if you’re wrong they win.
You can't lower the number of dice you bet, and you can't lower the number of the dice that you bet on. Only increase. So when will says four 5s. He can't say three 5s. Only 5 etc. So when Davy Jones catches him with seven 5s and will increases to 8. He loses. Because Davy Jones lies on every turn except seven 5s because he's worked out the number of 5s on the table.
so if he knows or belive there is only seven fives and he thinks the one that called for eight fives is lying or wrong he doesnt needs to guess and just call him a liar?
Correct. You can also get people into bad situations where they need to call something bad. For example, the last guy called four fives on the field but you believe there's five fives because you yourself have 3 of them. So you say five fives, the other anon thnks you're not lying but is now forced to say five sixes or six of another number when they know there aren't that many.
gotcha thanks for the help, one thing that i didnt understand in the scene is that once the starfish guy loses the games ends? only one person can lose and they cant keep playing?
That part is untrue to the game. You keep playing until everybody is out and the winner gets the pot. Each time you get a wrong call or somebody rightfully calls you out you lose one dice. Once all 5 of yours are gone you're done but if you still have even one dice you're still in the game until everybody is out.

i see of course it was some weird bet type of thing in the movie
Exactly. It's about cornering your opponent into a lie and then calling them on it by using their lies to find out their dice. Davy Jones lies EVERY TURN but no one calls him because they aren't sure. When he calls out seven 5s is the only time he's not lieing but since he's been lieing the whole time he's basically daring them to call him out while also threatening them with the info he clearly knows.
you've somehow made it way more confusing
Just YouTube liars dice if you want it explained better
Liar's dice is actually an insanely fun game, in high school me and the lads starting playing it during breaks. Eventually other guys started wanting in and eventually every single guy in our year was playing liar's dice, nerd, chad, jock etc. The girls started getting really annoyed that every single guy was completely absorbed around a single table.
I'm surprised your school didn't freak out the instant they saw that. In school, I once had a quarter and one of those plastic cups they give us for pizza days. I played quarters with a friend for a little bit and they flipped out saying it was a drinking game. Sent to an office where they kept saying no no it's a drinking game you can't do that. I kept saying so it's a drinking game with no drinking going on, drinking game minus drinking, what are you left with? They got mad and I had to do those sit with the teacher at lunch things.
Half the boys in our school were a bunch of mischievous imps so the teachers were probably just glad they found something to distract themselves with that wasn't actively destroying school property. We used to steal knives during lunch and throw them against the school gym wall until they got stuck as well.
I still don't understand what they were betting years for? Do they want years of service, or not? Because losing your mind and slowly being consumed by a ship and sea critters doesn't seem so great
