The writers didn't know what to do with Dexter. He was a remain from the original pitch, when it was a superhero show played straight. It wasn't even that clear if Freakazoid was an alterego or an independent persona living inside Dexter. They could drop Dexter entirely and make Freakzoid into some kind of virtual homunculous. But actually, creators of the show said in some interview there was little to no established details about the character, they just do whatever they fricking wanted and though is funny with him. That's why he have a Freakmobile but also can travel at superspeed and sometimes just by running and doing WHOOOSH.

something to keep in mind is that the show itself established in Freakazoid's origin story that normally yes having all of the Internet crammed into a person's skull would horribly corrupt them, the fact that Dexter as Freakazoid ended up a heroic sort(if chaotic and with a bit of a temper sometimes) says a lot about him as a person

Freakazoid worked because the internet was new and you could literally think that you could go "inside" the web and "surf" it. I'm not sure it would work today in the same way. It's as silly as when we see old sci-fi movies seeing things that are not sci-fi but they act surprised. A freakazoid reboot would need to go to some Web3 VR world or something for it to make sense for a new generation.
Why did Freakazoid fail though? I used to love the show and was sad it didn't get more seasons as a kid.

I had a vague awareness of F-Troop but honestly what made the scene funny was just Rugg being fricking ridiculous with his delivery, which pretty much goes for the whole show/cast. They all sounded like they had fun and leaned into the goofiness of it. If they actually got Johnathan Harris to enjoy himself and loosen up they were goddamned miracle workers

I do think that on some level, there is a lot hat can be done as you can get really abstract, but that will not be the show we will get. Filled with dumb memes, cat videos and hot takes.
