Yes. Dream's a cat in a scene where he's interacting with cats. He's not a cat in the majority of the series. Most of the time you, the reader, see him, he looks like like a tall, pale guy with bed hair and black eyes. That's the image that you, the reader, will have of him, because that's what you see almost all of the time. He can shapeshift, but that's irrelevant because that's not what he does most of the time. Same with Death. (Desire and Delirium on the other hand do change to a greater extent, but there are still common design cues.)

If it was just in the eye of the beholder he would have been white in the African story too, but there we see him as a black man (because, imho, he decided to present himself as a black man).

The point is that when I read the comic, I see a thing, and I want to see that thing as close as possible when it's adapted. Narratives need to be changed to adapt to a different medium, and maybe some aspects of characters' appearances, but ethnic appearance is never one of them.
