Honestly smart. All the myths and stuff people come upp with are very locsl to earth. There's a tiny amount of myths of aliens on mars and men in the moon and the odd spacefaring god here and there, but the further away they move from earth the less they should find anything etherical. Pluto would probably be the best for that purpose, if the court has near infinite ressources for the travel and terraforming.
However, they are using the ocean as some kind of portal? In that case, outside of our solar sytem would be even better, as long as they don't accidentally come upon alien life with its own mythology.
Inb4 they use some sort of mass hypnosis or other trickery to convince people it's a means of interstellar travel when it actually really is just an ocean and they're about to mass-suicide everyone that's not aether sensitive.
