She started as a competent (and hot) villain and jobbed time and time again while acting as if she’s hot shit. Then they tried to make her a better character by having Watts BTFO her but in the process they just made everyone else dumber. They could have stopped Cinder by stalling her while Penny escaped but instead they killed Penny off, and gave the maiden power to Winter, who’s going to be Cinder’s next target.
It was clear that Cinder will get no development after season 3 finale/beggining of season 4 where she lived thru a radically changing even yet satyed the exact same character
