Silly animal cartoons have been a mostly sure fire bet ever since the thirties. I love Becky Prim, but it's slightly more difficult for dumb execs to see the story potential of a somewhat normal teenager versus the crazy swim park show. The furries living amongst humans aspect is reminiscent of Bojack which would probably excite producers too.
The environment in entertainment at the moment just doesn't allow for shows like these to get greenlit, unfortunately.
He unironically needs to go the indie route and release his own web series. Put out a quick pilot like the one he did for Beckie Primm, have it go gangbusters, open a Patreon for crowdfunding, and assemble a team to start working on episodes. With his popularity from BP, he'd already have an established fan base who'd support him, so there's an audience right there, plus, if it gains enough traction it'll likely make it easier for him to pitch a show to the traditional networks and have it actually be greenlit. If it worked for fricking Vivziepop, it can work for him.

It's just a setup, dude. There's more going on in the pitch that makes it feel more distinct. Granted, it could use a bit more with laying down the main themes and character dynamics, but it's possible the creator's not sharing everything he's developed for that show idea.
