It's been done. In the 80s, there was a magical girl series by Pierrot with a kid who had a magical paintbrush given to her by flower elves. She wanted to grow up to be a manga artist and with the magic paintbrush, what she paints becomes real.
I think this character was the inspiration for Relm from Final Fantasy VI.
For a more recent example of a similar idea, there's also Chalkzone.

I don't think it's supposed to BE an "anime" and look like one, it's rather a story about anime.
That said, most series that aren't anime but referencing them suck and are done by people that watched the barest minimum of anime and only reference old tired tropes or naruto and the likes.

This would actually be interesting. But I doubt a modern cartoon for younger audiences will ever address anything sad or have non-happy reveals. She will probably just use that power to make friends etc. something about self-validation blah blah

This sounds like the premise of a terrible light novel but it's french so that's a factor that I don't understand the implications of.
