I never watched Cars 2, but I'd believe it.
It's especially sad because I don't think Lightyear's premise was inherently bad or anything. They just didn't give a fuck about it while they were making it. It was a zero-effort movie.

Yes. But it's not heavily connected with the Toy Story universe nor the same for the Star Command animated canon. Rather they took some of the elements from those two continuities and use them from an alternative perspective.

Cars 2 was the first mediocre Pixar films, the story was just a spy thriller with Cars for some reason that was lead by the comic relief from the first movie. It was probably the start of Pixar's fall because immediately after we would get Brave, Monsters University, The Good Dinosaur, and Finding Dory (Inside Out was alright)

Brave has a few quiet, moody scenes with really good atmosphere that just make me wish the whole movie was like that.
Cars is also their cash cow, with more merch sales than every other Pixar IP combined.

The iconic Buzz Lightyear suit clashes so hard with their desire for a dark, gritty design. It's amazing that no one stopped and said hey this shit doesn't go together we should rethink this.
Cars 2 is so meme-ingly bad that it deserves to be watched. It's basically Lasseter's autistic fantasy rambles with a 200m budget. Lightyear on the other hand is not just bad but it's fucking boring.
