Why he didnt kill Bruce? I mean, an in-universe reason.
Because he knew that Bruce would be a pussy and wouldn't kill the Joker

Bruce's eyes scared him.
He killed his parents out of panic. When it was just Bruce he got scared by his eyes and ran off. Sounds like a superstitious and cowardly thing to do.
What if he shot the kid instead?
He read the script and knew he wasn't supposed to.
As opposed to reading the script, realizing the kid becomes batman, and shooting him as a result
In Morrison's run it was because he reminded him of his own dead son, that was probably a reference to an older existing story but I don't know which one.

This happened in the Flashpoint timeline and it made Bruce's dad become batman.

He indirectly caused Batman to create Joker which indirectly killed millions.
So the death of Bruce's parents are the reason why joker and many other villains exist?
Just the Joker since that was directly Batman pushing him into a vat of chemicals, various others would have happened anyway
What if Red Hood went on to kill a ton of people anyway after he learned his wife died?
Haven't more people died indirectly due to Bruce than have been directly saved by Batman? If anything Gotham would have been spared more pain and misery had Bruce been shot along with his parents
By bringing about a vigilante that passively generates mass murderers wherever he goes?
This is the same logic as saying violent video games makes people shoot up schools.
