You have no idea what "explicitly" means. "Explicitly" would be Chani either saying or showing that she plans to lead a resistance against Paul. All she does is storm off angry.
Moreso, earlier in the film, Paul (the character with prescience) says that Chani will forgive him. And finally, the Fremen are entirely behind Paul. Even if Chani planned to lead a resistance against Paul, which she didn't, she would have no backing or support.
Chani is upset at Paul for going back on what he said about not being the messiah and wanting the fremen to reclaim arrakis for themselves. She's not upset enough or delusional enough to fancy herself a usurper. And she still loves Paul.

Marley and the rest of the world wanted to genocide Paradis. The rest of the world was also only a few decades away from creating weapons powerful enough to render Titans useless in battle, if Eren wanted to have any chance of saving his people, he had to start the rumbling as soon as possible. Also, remember that Eren doesn't attack the Marleyans until after Willy Tybur declares war on Paradis
Eren concluded after living a lifetime of fear and suffering that after witnessing the world’s governments agreeing to genocide everyone he knows and loves simply for the crime of existing, he was going to take them out first, and break the cycle of death and revenge by literally stampint out everyone who could potentially take up arms against his people in the future. Then, his friends turn on him, his plan fails, and his people get nuked into oblivion at some point in the future, proving him ultimately right.

Those Eldians were not from Paradis, they were minorities in Marleyan land and they had no institutional or military power backing them. The fact that they were even heard out in a public forum should have been encouraging to Eren, but he's a complete moron.

A few decades is a long time to make diplomatic progress. And it would be longer than that. Zeke never truly saw the power of the Rumbling, which was far beyond that of the Eldian Warrior special titans. Even with more advanced technology it would be a very, very long time before mainlanders would risk a conflict with that power just to invade an island that is otherwise leaving them alone.
Even the knowledge that Paradis exists as a global power would cause massive problems for other countries that have Eldian minority populations, especially Marley who uses them for military purposes.
Eren was a shortsighted moron, as was Floch, as is anyone who thinks he did nothing wrong.
