    Evil clowns have been a cliche literally since forever; evil jesters were a done-to-death archetype in opera and literature. Many early depictions of Death or the devil even give them a jester-like costume.
    Clowns were also a stock villain in George Melies early films. In fact, since Melies' ''Le Nuitmare'' from 1897 is often considered the second horror film ever made (Melies earlier film "Le Manoir Du Diable'' from 1896 was filmed earlier but released simultaneously with Nuitmare), you could say evil clowns were among the first movie monsters ever.

    The Batman universe simply nailed it in almost every regard. Recurring Batman villains are almost all popular. Even casuals can name most of them while other comic universes are lucky if they have one or two memorable villains. I don't know what draws people to Batman but numerous talented writers did their best with it through the years.
